In a groundbreaking achievement for disaster preparedness, the Nagaland State Disaster Management Authority (NSDMA) in collaboration with OSCAR India has successfully demonstrated wireless image transmission via radio signals without internet, marking a first-of-its-kind technological breakthrough in Northeast India.

This pioneering feat, announced in a press release by Keren Rose, Assistant Manager (Media & Public Relations) NSDMA, Home Department, occurred during the second phase of NSDMA’s training program held from April 24 to 29, 2025. The initiative underscores Nagaland’s commitment to leveraging alternative communication technologies for effective disaster response.

While OSCAR INDIA has previously conducted similar successful experiments across the country, this demonstration holds significant importance as the first implementation in the challenging geographical terrain of Northeast India. The intensive training program equipped NSDMA’s District Project Associates (DPAs) with essential skills, including:

  • Practical applications of Morse code.
  • Hands-on antenna construction workshops for amateur radio operation.
  • A comprehensive mock fire rescue drill utilizing amateur radio communications.

The Wireless Planning & Coordination (WPC) Wing, Department of Telecommunications, Ministry of Communications, recognized OSCAR INDIA’s efforts by assigning the special callsign “AT2NE” – a unique designation marking the first such expedition in the field of amateur radio throughout Kohima, Nagaland.

Nilkantha Chatterjee, Convenor of OSCARINDIA, emphasized the critical role of radio communication, stating, “This demonstration proves radio’s vital role when modern networks fail. While we have conducted similar transmissions elsewhere, bringing this capability to Northeast India’s unique landscape is particularly rewarding. The ‘AT2NE’ callsign recognizes our commitment to advancing communication resilience nationwide.”

A debriefing session held at the NSDMA conference hall, chaired by Rendemo Shitio, Assistant Manager (Response & Communication), NSDMA, provided a platform for sharing drill experiences by Khrolou Koza Lohe, Assistant Manager (Training & Education), and Temsuwangshi Jamir, Assistant Manager (Research & Planning), both of NSDMA. Nilkantha Chatterjee, Convenor of OSCARINDIA, also addressed the session.

Dr Johnny Ruangmei, Joint Chief Executive Officer (Jt. CEO), NSDMA, delivered the debriefing and closing remarks, highlighting the dedication required in disaster management: “Professionals in Disaster Management should be involved on a mission mode and not as a professional career alone.”

He further affirmed NSDMA’s commitment to advancing communication capabilities, stating that “NSDMA will work to harvest the communication capability of transfer image through voice frequency using HAM radio.”

This successful demonstration of wireless image transmission via radio waves marks a significant step forward in enhancing disaster communication infrastructure in Nagaland and sets a precedent for utilizing resilient alternative communication methods in regions prone to network disruptions during emergencies. This initiative strengthens Nagaland’s ability to respond effectively and efficiently during critical times, ensuring the safety and well-being of its citizens.
