Nagaland has achieved a significant milestone by launching the Aadhaar-Linked Birth Registration (ALBR) system, becoming the first state in the entire Northeastern region of India to implement this innovative initiative. The ALBR system streamlines the process of birth registration by integrating Aadhaar enrolment for children in the crucial 0-5 years age group.
Seamless Birth Registration and Aadhaar Enrolment Launched in Nagaland
The official launch of ALBR took place at a program in Dimapur on Thursday, marking a progressive step towards efficient and citizen-friendly governance. T Mhabemo Yanthan, Commissioner of Nagaland, graced the occasion and expressed his appreciation for this achievement. He emphasized that ALBR is designed to make both Aadhaar enrolment and birth registration processes seamless and convenient for parents and their young children.
How Aadhaar-Linked Birth Registration Works
Commissioner Yanthan explained that ALBR is a system where Aadhaar enrolment is conducted concurrently with birth registration. This enrolment is facilitated through tablets under the supervision of Certified Enrolment Lite Client (CELC) Operators. Notably, only a proof of relationship document is required to enrol the child, simplifying the initial documentation process for parents. He strongly advocated for the universal coverage of Aadhaar enrolment for every newborn through the ALBR system.
Key Benefits of ALBR for Children and Governance
The Commissioner highlighted the significant advantages that infants will gain through ALBR. Each child will receive a unique identity right from birth, which will subsequently facilitate the tracking of essential services such as immunization, Integrated Child Development Services (ICDS), education, and other crucial social welfare programs. This linkage will also make service delivery more efficient for both parents and government departments.
Mr. Yanthan urged all state government officials to actively cooperate in the successful implementation of ALBR across all districts of Nagaland. This collaborative effort will ensure that no child is deprived of the various social welfare schemes designed for their benefit.
UIDAI Commends Nagaland’s Pioneering Initiative
Col Abhishek Koushik, Director of the Unique Identification Authority of India (UIDAI) regional office in Guwahati, extended his heartfelt congratulations to the Government of Nagaland for becoming the first state in the Northeastern Region to adopt ALBR. He lauded the consistent efforts of the Commissioner of Nagaland’s office in providing Aadhaar-linked services to the residents of the state.
Collaborative Efforts for Successful Implementation
Neidilhou Angami, Director of Economics & Statistics, also addressed the gathering, emphasising the importance of this initiative. The program was skilfully chaired by Benjamin Longkap, Assistant Commissioner (HQ), while Bhaskar Pratim Sharma, Programme Manager, delivered the vote of thanks.
Live Demonstration of Newborn Registrations
A highlight of the launch event was a live demonstration showcasing the seamless registration of two newborn babies under the new ALBR system. This practical demonstration provided a clear understanding of the process and its efficiency.
Directorate of Economics & Statistics: Key Enrolment Agency
To ensure comprehensive reach across all districts, the Directorate of Economics and Statistics, Nagaland, which also serves as the Registrar for Birth and Death for the state, has been onboarded by UIDAI as a Registrar cum Enrolment Agency. This strategic partnership will enable the effective rollout of child enrolment using the ALBR process throughout Nagaland.
